The Mound District
It is often a colorful part of the city, flags waving everywhere. The People there are always seeming to have a good time. They should, this faire like atmospher is their lively hood.
This is the city district that has The Field, called The Mound by the Locals. (See Link Bellow)
This district was originally outside the Old City Wall, but will be well within the new city wall, when it is complete. The Field's Mound is one of the tallest structures in the city (four stories), so it is visible from almost every part of the city. The district was actually built up around the mound.
The district has a larger road passing through it, not far from the Mound. It has four inns within shouting distance of the Mound, and three more in its boundries. These cater to people coming to and from the Field (some teams and actors travel upto a week for The Game), as well as general travellers.
The Distract has the new theater. This structure is built along the lines of the famous Globe Theatre. Since it holds fewer people and can have plays at night, it does not compete with The Field.
In the district, there are a couple of taverns, one brewery (two of the taverns are tied houses), a bakery (specializing in sweets), a weaver shop (who makes blankets and flags), and a blacksmith/ farrier (for tourney day shoing).
The homes and businesses of the district will often fly penants on event days, adding to the colorful feel. The flags will express what is 'playing' that day at The Mound. Sometimes it will be team colors (usually based on the flags of their city or region) or the heraldy of famous jousters.
The Family that runs The Field, built up most of the houses in the district and rent them out. They can make their tennants fly the flags. Everyone else does it because it is good for business, their landlords make them do it, and to fit in.

Are any flags forbidden?
Not yet. Mostly the flags would be team flags. There has yet to be a "Raider's Country" so people and their homes will not yet be attacked for showing the "wrong colors".
Now some flags, if you extend this to flag city, might have political meanings. Nothing has yet been banned, but going against the master of the flags could bring trouble in a number of areas.
I like this one too. It makes a great deal of sense. There is money to be made when people start getting behind their local sports clubs. These people are doing it.
Would like to see them as NPCs, these people in charge.
A great addition to the Flag City, but methinks it's a bit short to be its own submission. Would have been better off as supplement or even an idea section on the main sub. Still, this is very logical and well laid out, and I would absolutely love to use this city in a game.

Some Encounters/ Scenes for a Pub in the District or nearby, plus some info
The Crown, trying to keep intravillage and intracounty violence to a mimimum started The Game, a decade or so back. (Nobles sponsor their units as a type of personal military fighting (fighting honor duels vs other units), Cities sponsor the same out of pride, and Towners/ villagers do it for something to do.) The Game varies from setting to setting, it looks like Rugby, a more violent Lacrosse, or Football/Soccer. (Insert Trollball or Duckball if you must. Some people substitute Jousting or Element Ball (magically moved items). Thus minor rivalries can be solved on a field of honor, rather than by a riot or a small unsanctioned battle/war. Games are played in local 'Mounds' http://strolen.com/viewing/The_Field built off either noble Outlands or common greens. Quiet a number of businesses grow up around them http://strolen.com/viewing/The_Mound_District . This Pub may or may not be in The District.
93A) Hooligans, fresh from the Win come into the pub.
93b) You PCs are wearing the wrong colors on the wrong day. The locals are spoiling for a fight with you 'Out County Folk.'
93c) A Player having a quiet drink is all of a sudden getting mobbed by locals. (GUess who lost the big game) PCs may or may not intervene (or help out... depends if they are local). .
