Snowflake
Snowflake is a white-scaled dragon that has gone slightly mad: not only does she like people (not for lunch,that is!), but she wants them to be happy and fine, even if it is not to their liking...
Appearance:
A white-scaled dragon. Legendary, but almost never seen, for she is too shy.
Background:
History unknown. For the last few hundred years regularly performing for 'the poor little people'. She became a legend in its own right, known by most children.
Roleplaying Notes:
If you are a dragon and like people, that is a serious problem. The best solution may be to help from afar, letting them have at least some joy in their short lives.
Snowflake knows only one thing worth sharing: the joys of winter. So, whenever she wakes up, and there is not enough snow, she simply makes it.
Effect: in random intervals (let's say 3d20 years), a random city or village will be visited by the mythical Snowflake. Be it summer or winter, a snowstorm comes and covers everything in knee-deep wonderful white. ;)

Is a nice whimsical dragon for throwing a red herring on the players. Thier knee-jerk reaction to a sudden and mysterious winter decending on the land will be to seek the forces of ultimate evil at the center of the storm. I can only wonder at their puzzlement when they reach the village at the storm's center and find snow men and sled races.
I am curious on how snowflake handles the disagreement of the farmer whose crops she freezes, merchants whose goods are snow bound, and other unwanted side effects of winter. Pay them for thier troubles out of her horde? Eat the grumblers? This would be an interesting and unusual puzzle for the players to clear up.

Good solid idea for some humour relief and a red herring. But a 'white dragon' is a bit too DnD'ish for me... Aaand now I see how old this actually is;)

Not exactly DnD, but almost there. But white is a good color for such a dragon.
And: you have to keep even the oldies, especially if they are useable.

Is the snow permenant? That is, will it last until it melts, or will it disappear the next day, leaving no trace of its existence? If it did disappear like that, the farmers would still be happy.
