The Neam Octillio
The Neam Octillio is a synthetic quartz crystal matrix and compared to the other Imbrian relics, relatively primitive. The crystal is roughly the size of a baseball, enclosed in a metallic cage, and masses around 2 kilos. It doesn't have any electric components, or internal power source, but it can be accessed by a laser probe, or a resonate sensor that can match the natural frequency of the crystal.
The Octillio was found in the Moon, near Mare Imbrium, what is now believed to have been the Royal See of the Imbrian Dynasty, and was likely held in what was then a secure location. This allowed it to survive the cataclysm that destroyed their garden world and ended their culture and race. There were other such crystals found, but the information inside was undecipherable, the crystals were damaged, or attempts to link with the crystals caused them to explode, or forced a feedback loop into the system attempting to access them, destroying said machines. It isn't know if this is a defect, a countermeasure, or the inability of Cosmic Era tech to integrate with Imbrian tech.

The Neam Octillio is an archive of construction guidelines and plans. Discovered early in the formation of the Glassenheim Foundation, the Octillio proved incredibly valuable to the Foundation, and to their unknowing pawns and allies. With the basic information contained, the Foundation and their allies were able to decipher advanced material and building technologies allowing them to build the first generation of arcologies. The Octillio is a Builder's Primer, and contains the wonders of the early to mid Imbrian Empire.
Megastructure Engineering - the Octillio contains extensive references on how to construct exceptionally large structures. The scientists of the Foundation were able to decipher the basics on how to construct the arcologies that served as bastions during the Second Dark Age. This revolution in building technology also bled over into creating better space stations, the geofronts, seacologies, and larger spaceships.
The Neamato - also known as the Float, and in modern terminology, a space elevator. The Neamato is a schematic laid out so that the person building it would create a tether large and strong enough to support the weight of the Imbrian 'Fortress Maximus' and allow it to lower itself down the tether to land on a planet without relying on it's own power. The engineers of the Foundation have not managed to fully realize the potential of the Neamato, and have only managed to build small space elevators, especially on moons and asteroids.
The Nevinyrral - also known as an orbital ring, or a Niven Ring, the Nevinyrral is a proposed Imbrian structure that would encircle a planet at the equator, and would be connected to the surface of said planet by a series of neamatos. It is speculated that the Imbrians could have built such structures, but there is not an explanation of why none have been found, or where there has been no evidence of any found in the solar system.
The Gigantium - a planetary brain system, layer after artificial layer is built, until an entire new world has been constructed. The Anunnaki have deciphered the Gigantium section of the Octillio, and are using it as the basis for the construction of Anticthon, their fortress planet that will share Earth's orbit. Their capabilities are much less than that of the Imbrians, and their planet building will take hundreds or even thousands of years to complete. The Anunnaki plan to build this Anti-Earth with a fixed equatorial orbital ring with 24 elevators connecting it to the new planet. The ring will be fit with shield generators, weapons bays, and facilities for handling ships.
Applications
The Neam Octillio has provided the foundations, literally, of the Cosmic Era, the construction of megastructures. Without the structural and materials information from the Octillio, humanity would not have built the arcologies, or the atmospheric processors that were instrumental in restoring the viability of the atmosphere. This allowed for building things that the Imbrians didnt invest in, they did not build geofronts, seacologies, or mega ships like raft cities or arks.
The practical applications of the Octillio involve researching the data it contains to find out what other things might be contained within it. It is speculated that there structural revolutions that are still unlocked, and the things the Cosmic Era has accomplished has come from the first chapter where most history texts gloss over earlier and less important eras. In other words, they have taken the Octillio and learned how to cut down trees for log homes, but the plans for the Burj Khalifa are about half way through the book.
Misuse and Abuse
The Octillio in and of itself is benign, it is an archive of building information, materials handling, and generally a construction primer. It's misuse and abuse comes from the fact that real estate is a commodity, and the ideals of the Cosmic Era prevent expansion, and new construction must be either over old construction, or the old structures must be removed first. This is a game of imminent domain, human displacement, and demolition on a regular schedule, all the while, creating heaps of rubble, diasporas, and walls. This stratifies society, and it prevents travel, and the mixing of people across racial, social, and economic lines. The people inside the arcologies dont care about the people in the urban core. The people in the urban core have walls to protect them from the criminals and poor of the urban rim and the favelas, and the city fringe dwellers distrust and fight those who live in the wastelands.

4.5/5 generally very good fluff about CE but I'm not seeing a lot of gaming material here. as always my votes are based on two concepts Art and Usefullness to gaming, Score of 4.5 is almost purely for art(which is quite good!)
